In the United States, the processing of federal employee retirement benefits still follows an antiquated and bureaucratic model, relying almost exclusively on physical documents stored in an unusual location: an old limestone mine in Pennsylvania. The underground installation, known as Iron Mountain West, functions as a gigantic archive, where thousands of documents are stored and manually manipulated by government employees. This system, which has been operating for decades without major changes, has recently been criticized for its slowness and inefficiency. Identifying this flaw, Elon Musk and DOGE brought the bizarre situation to light this week and gave directions on how the system should be modernized.
Responsibility for processing pensions in this system lies with the Office of Personnel Management (OPM), which employs more than 600 people exclusively to handle this paperwork. Every month, about 10 applications pass through the system, being filled out by hand, organized into physical folders and manually transported between caverns in the mine. This archaic process causes significant delays, often causing retirees to have to wait months to receive their benefits.

The origin of this method dates back to 1960, when the US government decided to use the old mine, originally excavated in 1902 and belonging to U.S. Steel, as a secure center for storing confidential documents. Decades later, in 1998, the property was acquired by the company Iron mountain, which today rents space to the government and other organizations, offering data storage and protection services. Despite several attempts at modernization over the years, no government has managed to completely replace the paper-based model with an efficient digital system.
The main barrier to this modernization is not only technological, but also bureaucratic. Different administrations have tried to implement digitalization, but have come up against rigid internal processes and resistance to change within the government itself. The lack of structured investment and a unified strategy means that the system continues to operate as it did in the last century, even when compared to other federal services that have already migrated to digital platforms.
Now, this scenario is gaining repercussion again with Elon Musk, in front of the Department of Government Efficiency (DOGE), which openly criticizes the operating model of Iron Mountain West. During a White House briefing, Musk highlighted the inefficiency of maintaining a manual process that relies on physically transporting files into a mine, arguing that these workers could be contributing to the economy in a more productive way. Digitizing this system would not only speed up procedures, but also reduce operational costs and administrative errors. However, for this to happen, a coordinated effort between the government, technology companies and legislators will be required, ensuring that the transition to a more efficient model is carried out in a safe and structured manner. What is at stake is not only the modernization of an outdated system, but the government’s ability to provide more agile and effective public services to its citizens.

O Department of Government Efficiency (DOGE), lead by Elon Musk, would play a central role in this transformation to computerize the retirement processing system in Iron Mountain West. However, computerizing the U.S. federal employee retirement system will require a multifaceted approach, combining technology, administrative restructuring, and cultural change in government.
One of the first and most difficult steps will be to digitize the stored physical files, which could be done with artificial intelligence and optical character recognition (OCR).
